In cases where multiple candidates had the same CRS score, the tie-breaking rule was applied. For this draw, the tie-breaking rule was set at January 20, 2023, at 17:18:32 UTC. The cut-off was determined based on the date and time the candidates submitted their Express Entry profiles, ensuring fairness and transparency in the selection process.

The Express Entry system continues to play a crucial role in attracting skilled individuals to Canada and facilitating their pathway to permanent residence. By targeting candidates with French language proficiency, the IRCC aims to enhance Canada’s linguistic diversity and promote bilingualism across the country.
